GROUDON IS PURE GROUND! Go check the pokedex or you can goto serebii and check it. ITS TRUE!

Oh yeah. It is ground only.
I was batteling with my friend (@adyniz- he was arpan) on an orkut pokemon community and he koed my nearly whole team with a groudon.
It is lot powerful bcoz his ability: drought and solarbeam combo.
Groudon is awesome.
More than kyogre. Even if it has type advantage.
But what about my question?
Deoxys is generation 3 pokemon. SO deoxys is best.

True but in base stats etc Kyogre, Groudon and Rayquaza are much better than Deoxys. But If you can Ev train it then, GAGH!

always keep master ball for mewtwo whenever I play FireRed!
But once I managed to catch mewtwo in ultra ball and guess what, I caught suicune in my master ball(Chamander starter).

actually........i did catch kyogre by netball but the cheat still works.....

But shift f1 is the saving thing. Not much of a cheat lol. Kyogre wasnt as hard as catching an Articuno though. And Rayquaza isnt as hard as both of them for some strange reason.

Deoxys isn't a part of RS, even though it was in the game. It's purely FRLG/E.
Anyway, my favorite would be Lati@s.

Yeah, that's restating the obvious. The topic states "Best Legendary in Ruby/Sapphire", not "Best Legendary of the 3rd Generation".
