Well, it depends on how its ev trained. Is it Ev trained to smash the guy out with sp attk or attk? There arent many moves that a pikachu can learn that are special other than thunder moves and something else. So an attk trained pikachu with something like double edge bred into it, probably from chansey would kill Raichu, or it should. That was lengthy.....or not.

Hmmmmm, I scarcely used the later before so I support the first one If you're good at predicting. Most people already know about the lv 1 rattata so they'll probably set up a spikes trap or stealth rock so I would go with taunt then I know that he'll either switch or attack. Guess and then ENDeavor it and then a quick attack finish.
